Preparation for reforms started in May 2002. Results of reforms in 2002 are:
 reorganization of repairs at stations of Novosibirskenergo: all repairs of equipment, buildings, and facilities are now spun off to ZAO "PRP" and ZAO "NESR";
spinning off of a profitable auxiliary activity - construction of housing and office buildings in Novosibirsk to ZAO "Stroitel";
reorganization of supplies by spinning off this activity to ZAO "NESKO".
In the period from January to June 2003 the following reorganization actions have taken place:
reorganization of automobile transportation by spinning off ZAO "ATP";
completion of the second phase of repair work reforms: all technical maintenance of buildings and facilities of the Energy System are transferred to ZAO "NESR", and all repair works at electric stations are transferred to ZAO "PRP";
reorganization of repair work on the grid system of the Company: as a result, ZAO "Energospetsmontazh" received about 30% of all reconstruction, complete overhaul, and modernization works on power transmission lines and substations;
organization of ZAO "Inzhenerny Tsentr" with a goal of minimization on repair costs due to a diagnostic system of stations and the grid facilities.
Further structural changes of Novosibirskenergo in the period from August to December 2003 were made according to the Reform Project approved by the Board of Directors on July 25, 2003. In accordance with the federal legislation the following structural changes were implemented.
To centralize the management of electricity and heat generation, a subsidiary "Generation" has been formed, to which the personnel of TPP-2, TPP-3, TPP-4, TPP-5, and BTPP was transferred. Also a subsidiary "Electric Grid", responsible for transportation of electricity, was formed, to which the personnel of all grid facilities was transferred.
A subsidiary "Dispatching Center" has received personnel of the control center of Novosibirskenergo. The subsidiary is responsible for reliability of the system.
A subsidiary "Fuel" was formed receiving fuel supply terminals of Novosibirskenergo stations TPP-2, TPP-3, TPP-4, TPP-5, and BTPP. This subsidiary is responsible for organization of fuel supply to stations of the subsidiary "Generation", and also for operation of fuel reservoirs and fuel supply equipment.
Currently, a separation of the main activities has started. Sales activities are transferred to a separate legal entity. ZAO "Novosibirskenergosbyt" is now an agent for collection of payments from the consumers of power, and its main function is to sell and buy power for consumers in the region.
Information technology services of Novosibirskenergo are transferred to a new ZAO "Informatsionnye tekhnologii i svuaz".
A contract with Novosibirsk Mayor's Office stipulated organization of a joint venture on the basis of a subsidiary "Heating Grid" of Novosibirskenergo and municipal company "Energia" - a new company OJSC "Novosibirskgorteploenergo" which transports heat to final users.
To centralize management of subsidiaries and daughter companies, the higher management of Novosibirskenergo was reorganized in 2003.
