In 2003 a number of federal laws of the Russian Federation on the power sector were passed. The Federal Law "On the Power Sector" and corresponding changes in the Civic Code called for cardinal reconsideration of the business model of Novosibirskenergo, and development of the Reform Project in accordance with mechanisms of restructuring outlined in the legislation.
In accordance with the Federal Law "On the Power Sector", several reform stages are determined. Already during the transition period, Novosibirskenergo cannot remain a vertically integrated company. From January 1, 2005, the Law prohibits merging electricity transmission and dispatching activities with generation and sales/purchases of electricity.
According to the approved Reform Project, all activities existing in Novosibirskenergo will be divided into regulated and unregulated by the government.

In 2002 and 2003, Novosibirskenergo has spun off services and auxiliary activities into separate legal entities. Besides this, in accordance with the federal legislation of the Russian Federation, sales of energy and heat transportation activities were spun off as well.
With the goal of separating main activities and growth of financial efficiency, in 2003 subsidiaries "Generation", "Electric Grid", "Fuel", and "Dispatching Control" were organized.
In 2004 Novosibirskenergo will organize separate legal entities on the basis of these subsidiaries to complete the separation of the main activities:
 On April 1, 2004, system reliability and dispatching center will be spun off (ZAO "Novosibirsky regionalny dipechersky tsentr");
 By January 1, 2005, transportation of electricity will be spun off (ZAO "Regionalnye elektricheskie seti").
During the reform period, the Company has been implementing measures to increase efficiency of operations: introduction of new management procedures and optimization of costs.
By the beginning of 2005, Novosibirskenergo will complete the Federal Law "On the Power Sector" requirements, and will be ready to operate under the conditions of a competitive energy market.
