The objective of the functioning subsystem of personnel management is development and implementation of effective personnel policies and strategies, personnel planning and labor needs assessment, development of incentive schemes, and the reporting system. The overall objective is to increase productivity, profitability, and manageability.
The administration of the subsystem of personnel management includes a Personnel Office, Personnel Development and Evaluation Department, Psycho-Physiological Testing Lab, and an Office of Labor Economics and Motivation.
The tasks of the subsystem of personnel management are:
 support services for the overall personnel policy and the standardized personnel procedures in accordance to the Reform Project of the Company;
 payroll management, calculation of labor and compensation indicators, development of bonus mechanisms;
 planning and marketing of personnel;
 hiring and personnel development, keeping of personnel records;
 evaluation and testing of personnel;
 development of drafts of labor plans, and parts of business plans of the Company, subsidiaries and daughter companies concerning labor;
 development of drafts of organizational structures and work schedules, as well as drafts of indexing plans for salaries in the Company, subsidiaries, and daughter companies;
 joint participation with Administration in labor contracting in the parts "Salaries" and "Benefits, Guarantees, and Compensation".
