In order to reform the company and separate from Novosibirskenergo OJSC the types of activities falling under the RF Federal Law On Electric Power Industry, pursuant to the approved Project of reforming Novosibirskenergo OJSC, the following companies were set up in 2004: Regional Electric Mains CJSC, Novosibirsk Regional Dispatcher Centre CJSC, Novosibirskenergo CJSC.

Regional Electric Mains CJSC was established on the basis of the property belonging to Electric mains, the affiliation of Novosibirskenergo OJSC. The authorized capital of Regional Electric Mains CJSC was formed by property transfer. Novosibirskenergo OJSC is a stockholder of this newly set-up company. Regional Electric Mains CJSC was set up for the following main purposes:

- Enhancing reliability of electric power supply to the consumers of the city of Novosibirsk and the Novosibirsk region.

- Optimisation of costs of power transmission and distribution.

- Providing electricity consumers with a non-discriminatory access to electric mains.

The goal of establishing Novosibirsk Regional Dispatcher Centre CJSC is to render services for assurance of the system reliability and dispatching control of electric power structures of Novosibirskenergo OJSC. The main purposes of setting up Novosibirsk Regional Dispatcher Centre CJSC are as follows:

- Control of electric and thermal energy generation and distribution throughout the Novosibirsk region.

- Working out and implementing a set of measures providing equipment, operation, and maintaining a high technological level of protective relay and emergency control schemes and devices.

- Optimisation of operation modes of the power grid.

Novosibirskenergo CJSC was set up for the purpose of securing and maintaining serviceable condition of power-generating equipment of the Generation affiliation of Novosibirskenergo OJSC.
